Interfax: the head of PhosAgro asked to reduce the one-time fee to the budget

PhosAgro CEO Mikhail Rybnikov sent a letter to the Presidential Administration of the Russian Federation with a request to apply a reduction factor for companies when calculating a one-time fee to the budget, adjusting the tax for the amount of export duties paid in 2023. As told “Interfax” A source familiar with the text of the letter, PhosAgro CEO, indicates that the tax being developed duplicates the mechanism of export duties, which was introduced on January 1, 2023 as a tool to withdraw excess profits from the growth in world prices for fertilizers in 2021-2022.
It follows from the letter that in the form of export duties in the period from January to February 2023, PhosAgro paid 1.9 billion rubles. For the first half of the year, the cost of the company’s export duties amounted to 6 billion rubles. Mikhail Rybnikov emphasizes that in 2021-2022, by fixing prices for fertilizers for Russian farmers, PhosAgro actually subsidized them by 26 billion rubles. relative to world prices.
According to the interlocutor of Interfax, the relevant departments were instructed to work out the appeal of Phosagro by the beginning of April.
At the end of 2022 Mikhail Rybnikov addressed to the presidential administration with a request to adjust the parameters of the export duty and reduce the cut-off price for cheaper nitrogen and potash fertilizers. According to Interfax, the issue of adjusting export duties was discussed by relevant departments, but no decision was made.
