Instagram became available to some subscribers of major operators

Blocking Instagram (owned by Meta, which is recognized as extremist and banned in the Russian Federation) does not work for some users of MTS, MegaFon, Rostelecom and Beeline. Despite this, the representative of Roskomnadzor assured that the restriction of accessibility “effectively operates on the territory of all regions of the country.”
Instagram has been working for some users since October 11, they say Vedomosti. The reason is unknown, but the source of the newspaper noted that this coincided with the repair work on the technical means of countering threats (TSPU) of the Main Radio Frequency Center. It is alleged that these works “affect, including Instagram, as a result of which some users of the social network may be available.” TSPU is installed on the networks of operators in accordance with the law on the sovereign runet.
A representative of Roskomnadzor refused to explain the availability of Instagram for some subscribers. He only noted the importance for the state and society of protecting the information space “in the context of the hybrid war being waged against Russia, which includes elements of information confrontation, as well as regular cyber attacks.”
Social networks Meta Instagram and Facebook have been blocked in Russia since March at the request of the Prosecutor General’s Office. The decision was made after Meta allowed users from Ukraine to call for violence against Russians in the context of hostilities. Russia has recognized Meta as an extremist organization. On October 11, the company was included in the list of Rosfinmonitoring extremists and terrorists.
