Deputy Prime Minister Alexander Novak said that the authorities are considering the possibility in the future of introducing a complete ban on the export of fuel from the Russian Federation for everyone who is not its manufacturer. According to the official, this should help in the fight against “speculators and resellers” who inflate prices.

“We are considering prohibitive measures on the supply of products for export for those who are not producers of petroleum products. That is, the so-called speculators, resellers. And this is also an important fact, because today it is very profitable to buy on the stock exchange and resell, making money on this and not supplying goods to the domestic market,” Mr. Novak said on the air of the “Moscow. Kremlin. Putin” on the TV channel “Russia-1” (a fragment published on website VGTRK).

September 21, Russian government banned export gasoline and diesel fuel. An exception is exports to the EAEU countries according to indicative balances or protocols, according to intergovernmental agreements. The decision was made after a long period of rising wholesale prices for petroleum products and a subsequent increase in retail prices by the Russian government. It is unknown how long the ban will last.

On September 27, Russian President Vladimir Putin during a government meeting offered regulate the fuel market by analogy with the fertilizer market: allow exports only after filling the domestic market. He noted that, despite the decline in wholesale prices, the cost of gasoline at retail is still rising, so the country’s authorities need to think about new, more effective measures.
