The Primorsky Department of the Federal Antimonopoly Service (UFAS) revealed a cartel conspiracy in the supply of medical equipment at inflated prices to state institutions in the region. Four companies were recognized as violators of the antimonopoly law and fined a total of 31,581,322 rubles.

OOO PTF Korpus, OOO Oborudovanie i Servis, OOO Vostok and OOO Khimmedsnab, which supply medical equipment to various state institutions of Primorye, entered into a cartel agreement during 17 auctions in electronic form, announced today, October 10, press office OFAS.

The total initial (maximum) price of the contracts amounted to 146.7 million rubles. During the auction, the companies submitted several price proposals and subsequently refused to compete with each other, and also used a single infrastructure during the auction. The result of these actions was a reduction in the initial price of contracts by only 0.5-1.5%. Due to the fact that the cartel members actually abandoned competition, the supply of medical equipment to medical state institutions in the region was “carried out at inflated prices,” the OFAS concludes.

The turnover fine for LLC PTF Korpus amounted to 20,032,803, LLC Equipment and Service – 6,970,720, LLC Khimmedsnab – 3,001,053, LLC Vostok – 1,576,746 rubles.

As follows from the FAS decision database, auctions for the supply of medical equipment to hospitals and clinics in Primorye were carried out in 2018–2019. Purchased, in particular, devices for plasmapheresis, ultrasound, defibrillator and other equipment.
