Over the past year, the Federal Antimonopoly Service (FAS) identified 1,017 violations by gas distribution organizations. They were fined a total of 356.9 million rubles, it says press release departments.
The main reasons for the fines were evasion of concluding a contract, delaying the timing of gas connections or imposing it on unfavorable terms. The FAS clarifies that within the framework of free additional gasification, it issued 777 decisions on fines for 246.3 million rubles, for standard technical connection to gas – 240 decisions for 110.6 million rubles.
As Kommersant reported, Rosneft and NOVATEK were dissatisfied with the methodology developed by the FAS for calculating the tariff for gas transport through main gas pipelines, believing that it favors Gazprom. The companies believe that the methodology does not eliminate the chronic shortcomings of the tariff calculation system; they estimate their overpayment to Gazprom for gas transportation since 2015 at more than 400 billion rubles.
