The ministries’ disputes over the state energy efficiency program are quite symptomatic. There are, in fact, two questions, and the most relevant of them is bureaucratic: the government must approve the state program in June, which is about to come, and if the deadlines are missed, then the responsibility for the unfulfilled order of the President of the Russian Federation will fall on the Ministry of Economy. Therefore, most likely, in the near future the ministry will agree on a government decree that will approve the goals of the program until 2035, after which it will be further developed for years and, with luck, will disappear during this process.
