Government extends moratorium on business inspections to 2023

In 2023, the moratorium on business inspections will continue. The decree was signed by Russian Prime Minister Mikhail Mishustin, transmits cabinet press office.

“In relation to objects of extremely high and high risk categories, control authorities will conduct inspections based on special indicators,” the government added.

It is clarified that such facilities include social and industrial facilities, as well as certain types of activities in which there is a maximum or close to it level of risk of harm. Deputy Prime Minister Dmitry Grigorenko noted that the control authorities will have to develop and publish risk indicators.

At the same time, according to the new resolution, the control body can cancel a scheduled inspection if a preventive visit was previously carried out to address the business.

The moratorium on scheduled inspections of enterprises was approved on March 10, the resolution was valid until the end of 2022. The document became part of a set of measures proposed by the government to ensure the sustainability of economic development and reduce the burden on businesses in the face of sanctions.

In September, the Prosecutor General’s Office announced that they were working to cancel most of the inspections forever. “Directly the position of the prosecutor’s office: fewer inspections – more benefits for the economy,” declared Russian Prosecutor General Igor Krasnov.

In early December, Speaker of the Federation Council Valentina Matviyenko notedthat “a lot has been done” to reduce the administrative burden on businesses. At the same time, according to her, the regulatory authorities switched from enterprises to schools, kindergartens and hospitals. The speaker of the Federation Council noted that their “army of controllers” began to fine “with redoubled energy.” In this regard, Matviyenko urged to fight the “testing itch” and continue to work to reduce the number of inspection bodies.
