Gorelkin proposed to provide preferential mortgages to IT specialists who returned to Russia

Deputy Chairman of the State Duma Committee on Information Policy Anton Gorelkin (United Russia) proposed extending the preferential mortgage program to IT specialists who were relocated from the Russian Federation by foreign employers in 2022, and then they were laid off.

According to Mr. Gorelkin, in the first weeks of 2023, more than 25 thousand employees of large and small IT companies were laid off in the world. Earlier today Sky News channel informedthat Microsoft’s management plans to cut approximately 11,000 employees.

“Against this background, it will be difficult, first of all, for Russian IT specialists-relocators… Many were moved there by foreign employers because the mechanisms of cross-border payments stopped working, and in order to pay an employee, it was necessary to move him outside of Russia,”— wrote Mr. Gorelkin in his Telegram channel.

In July 2022, the Russian government, at the suggestion of the Ministry of Digital Development, softened the conditions for preferential mortgages for employees of an IT company. January 11, 2023 “Kommersant” informedthat the ministry has begun to develop measures for the return of IT specialists who left the Russian Federation. As one of these measures, a guaranteed reservation from conscription into the army is proposed. “This, of course, is not enough – I would suggest extending the preferential mortgage program to returned IT specialists,” suggested Mr. Gorelkin.
