Gazprombank proposed to create an infrastructure for the treatment of MSW in Sakhalin under a concession

Gazprombank submitted three private concession initiatives to the government of the Sakhalin region on the use of the concession mechanism for the creation and operation of infrastructure facilities for the management of municipal solid waste (MSW) in the region, the press service of the credit organization reported.

It is specified that the bank will act as an organizer of financing and a creditor of projects. Among the concessionaires are three enterprises of the Digitaltech holding company.

As part of the project, it is planned to create infrastructure facilities in the north of Sakhalin, which will be able to receive about 10,000 tons of municipal solid waste per year, in the center of the island – with a capacity of 44,000 tons per year, and also in the south – 152,000 tons per year. The total investment is expected to be about 7 billion rubles, the facilities will be put into operation in 2026. The project is planned to be implemented using the mechanisms of the Far Eastern concession for a period of 25 years from the date of signing the concession agreement.

The cooperation agreement on the project for the creation and operation of infrastructure facilities for the treatment of MSW in the Sakhalin Region using the concession mechanism was signed by Gazprombank and the government of the Sakhalin Region in early June on the sidelines of the St. Petersburg International Economic Forum.

The implementation of the Far Eastern Concession program, under which the state will compensate investors for up to 100% of capital costs for the construction of infrastructure facilities after they are put into operation, within 10-20 years, began in September last year. It is assumed that the new mechanism will significantly increase the amount of financing for infrastructure projects and attract up to 500 billion rubles in them until 2024.
