At the same time, Mr. Grabchak said that in order to compensate for the decline in hydropower generation, it became necessary to create additional coal reserves at TPPs: 2.6 million tons for the Yenisei cascade, 1.6 million tons for the Angarsk.

Inter RAO confirmed the existence of the problem. RusHydro reported that in September and October, JSC Russian Railways failed to fulfill the plan for transporting coal under contracts concluded with energy enterprises of the Far Eastern Federal District. “Despite this, the standard reserves set by the Ministry of Energy for the key dates, October 1 and November 1, were fulfilled at all power plants at the expense of stocks previously accumulated in warehouses,” RusHydro explains.

The Ministry of Energy and JSC Russian Railways have been informed about the situation, they add to RusHydro, a number of meetings have taken place, including with the participation of authorities of the constituent entities of the Russian Federation. “A joint mechanism has been worked out for daily monitoring of coal loading to power facilities in the Far Eastern Federal District,” RusHydro specifies. “Energy companies and coal companies are in constant interaction with the Ministry of Energy and Russian Railways in order to obtain priority loading of trains for transporting coal to power plants.”

JSC Russian Railways told Kommersant that they are holding special control over the transportation of fuel for energy and housing and communal services.

“The company is in operational cooperation with the Ministry of Energy and fully fulfills its obligations to ensure the regulatory reserve of resources,” they say. JSC Russian Railways clarifies that, according to the established rules, the transportation of coal and oil products in domestic traffic has an increased priority. “Over the ten months of this year, transportation of coal for the needs of energy and housing and communal services increased by 6.6% compared to the same period in 2021, to 63.7 million tons,” the company explains.

The monopoly says that BAM and Transsib are now in demand by the majority of Russian enterprises and are working at the limit of their capabilities, and pay attention to suboptimal planning of deliveries on the part of customers.

In the Far East, where there is already an increase in domestic transportation of coal, fuel is sent from other, more remote regions, Russian Railways notes.

Including coal supplies to RusHydro in the Far East doubled, or by 1.1 million tons compared to 2021. At the same time, coal imports by energy companies decreased by the same 4%, to 14.1 million tons.
