Power engineers complain about disruptions in the supply of fuel to power plants, especially those located in the Far Eastern Federal District. The Ministry of Energy accuses Russian Railways of disrupting the rhythm of transportation. But the monopoly itself emphasizes that it has increased deliveries for energy and housing and communal services by 7% in ten months, and considers failures to be the result of improper planning of shipments – coal is often transported from afar through busy infrastructure.
The head of the Ministry of Energy, Nikolai Shulginov, at a meeting on the results of preparing electric power industry entities and housing and communal services for winter on November 11, said that Russian Railways was not fulfilling its obligations to deliver fuel to power facilities. “Energy companies such as RusHydro and Inter RAO note that the terms and volumes of fuel supplies to ensure the safe passage of the autumn-winter period do not correspond to the conditions of the concluded contracts,” he said. needs of the energy sector for housing and communal services, JSC Russian Railways does not fulfill its obligations, violating the rhythm of such deliveries.
However, according to the presentation by Deputy Energy Minister Yevgeny Grabchak, the level of fuel reserves significantly exceeds the standards. Thus, coal reserves at the stations amount to 15.7 million tons, or 220% of the standard, fuel oil – 2.3 million tons (125%), diesel fuel – 316.6 thousand tons (119%).
At the same time, Mr. Grabchak said that in order to compensate for the decline in hydropower generation, it became necessary to create additional coal reserves at TPPs: 2.6 million tons for the Yenisei cascade, 1.6 million tons for the Angarsk.
Inter RAO confirmed the existence of the problem. RusHydro reported that in September and October, JSC Russian Railways failed to fulfill the plan for transporting coal under contracts concluded with energy enterprises of the Far Eastern Federal District. “Despite this, the standard reserves set by the Ministry of Energy for the key dates, October 1 and November 1, were fulfilled at all power plants at the expense of stocks previously accumulated in warehouses,” RusHydro explains.
The Ministry of Energy and JSC Russian Railways have been informed about the situation, they add to RusHydro, a number of meetings have taken place, including with the participation of authorities of the constituent entities of the Russian Federation. “A joint mechanism has been worked out for daily monitoring of coal loading to power facilities in the Far Eastern Federal District,” RusHydro specifies. “Energy companies and coal companies are in constant interaction with the Ministry of Energy and Russian Railways in order to obtain priority loading of trains for transporting coal to power plants.”
JSC Russian Railways told Kommersant that they are holding special control over the transportation of fuel for energy and housing and communal services.
“The company is in operational cooperation with the Ministry of Energy and fully fulfills its obligations to ensure the regulatory reserve of resources,” they say. JSC Russian Railways clarifies that, according to the established rules, the transportation of coal and oil products in domestic traffic has an increased priority. “Over the ten months of this year, transportation of coal for the needs of energy and housing and communal services increased by 6.6% compared to the same period in 2021, to 63.7 million tons,” the company explains.
The monopoly says that BAM and Transsib are now in demand by the majority of Russian enterprises and are working at the limit of their capabilities, and pay attention to suboptimal planning of deliveries on the part of customers.
In the Far East, where there is already an increase in domestic transportation of coal, fuel is sent from other, more remote regions, Russian Railways notes.
Thus, the loading of Kuzbass to consumers at the Eastern range since the beginning of the year has grown by almost one and a half times, to 4.4 million tons. Including coal supplies to RusHydro in the Far East doubled, or by 1.1 million tons compared to 2021. Coal for the Neryungri hydroelectric power station in Yakutia is brought from Kazakhstan, Russian Railways emphasizes, although there are deposits nearby, for which the power plant was built.
According to Metall Expert, in the first nine months of 2022, domestic supplies of energy coal to energy companies increased by 4%, to 48.7 million tons. At the same time, coal imports by energy companies decreased by the same 4%, to 14.1 million tons. According to the interlocutor of Kommersant, the volume of electricity production from coal in Siberia has increased due to reduced generation at hydroelectric power plants.
