For participants of industrial clusters who have entered into a SPIC, insurance premiums will be reduced to 7.6%

The government approved a bill on a single reduced rate of insurance premiums of 7.6% for participants in industrial clusters who have entered into special investment contracts. We are talking about SPIC 1.0, involving the creation or modernization of industrial production with unchanged tax conditions and preferences.

The Ministry of Industry and Trade was the author of the draft law. Its press service reported that it provides for benefits on insurance premiums for a period of not more than 7 years and in an amount not exceeding the volume of investments of a cluster member for the implementation of an investment project. The benefit will only apply to workers participating in the project. To do this, the company will be required to keep separate records of payments to employees. The benefit application period is calculated from the date of inclusion of the enterprise in the register of benefit recipients and should not exceed the validity period of SPIC 1.0.

“Additional revenues to the federal budget from the value added tax as a result of the implementation of projects will exceed the amount of benefits provided within 3–4 years from the start of the projects,” said Alexei Bezprozvannykh, deputy head of the Ministry of Industry and Trade (quoted by Interfax).

Back in December 2022, the authorities detailed the conditions for assistance to participants in industrial clusters, adapting their state support measures to import substitution plans. According to the new rules, the government will compensate such enterprises for up to half of the cost of purchasing start-up batches of products produced by other companies in the cluster.
