FAS opened a case of a cartel for the supply of products to social institutions in Moscow

The Federal Antimonopoly Service (FAS) opened a case against AST Service LLC and Vesta LLC. The service claims that it has found signs of a cartel organized by them for the supply of food products to social institutions in Moscow and the Moscow region.
According to the FAS, victory at the auction was achieved by organizations “by submitting imaginary agreements concluded between companies as part of their bids.” Purchases were carried out for the needs of budgetary medical and other social institutions.
According to the service’s preliminary assessment, the amount of maximum contract prices exceeds 2.7 billion rubles. The company faces turnover fines, it says press release FAS.
In August FAS suggested amend the bill to strengthen liability for actions that restrict competition through concluding cartel agreements. In particular, for violators with aggravating circumstances, the minimum punishment will be forced labor rather than a fine. The initiative has already been approved by the Government Commission on Legislative Activities.
