Facial recognition requires clarity

Developers of facial recognition systems speak of an increase in demand from fitness clubs at the end of the year: companies are implementing such solutions to reduce staff costs. A similar situation is in retail, the banking sector and development. But since June, commercial organizations are required to transfer data to a single biometric system (UBS) or use the services of accredited companies. Market sources emphasize that there are no regulations that would describe in detail all the requirements for systems. As a result, those who have already implemented solutions face the risk of redoing everything.

Russian vendors of facial recognition systems speak of an increase in demand for their solutions from fitness clubs. So, the RecFaces developer said that at the end of the year, the number of installations of face recognition systems in fitness clubs increased from 62 installations in 2021 to 101 installations in 2022.

The growth in demand for video analytics in fitness centers is confirmed by the head of the FitnessData agency Maxim Borovikov. According to him, more than 50% of new large fitness facilities use biometric data: sometimes in combination with a bracelet, and sometimes only for face recognition.

The cost of such solutions starts from 1.5-2 million rubles, and some clubs consider them as an opportunity to optimize the cost of administrative staff, says Elena Silina, president of the National Fitness Community.

Growth in demand for biometric face recognition systems is observed in other segments, says VisionLabs. The greatest interest in such solutions is observed on the part of financial and insurance organizations, industrial and telecom sectors, development. “These industries have a large number of active users of biometrics, as well as close attention to security. Over the past year, the number of requests has grown by about one and a half times,” says Dmitry Markov, CEO of the company.

But the widespread introduction of biometrics in three months may, on the contrary, create an additional burden for companies, Roskomnadzor warns. On June 1, the law “On a Unified Biometric System” (UBS) adopted in December 2022 will come into force. It will oblige the companies storing biometric data of clients to transfer them to EBS. Companies will be required to either obtain accreditation for processing such data (one of the conditions is an authorized capital of at least 500 million rubles), or transfer them through accredited organizations.

In addition, the department clarifies that companies collecting data will not have the right to refuse the service if a citizen refuses to hand over biometrics. “It is unacceptable that, for example, a bank refuses to open an account, and a fitness club refuses to sell a subscription if a person does not want to provide biometric personal data,” Roskomnadzor explained.

Integration with the EBS imposes additional requirements and responsibility for their non-compliance: from soft in the form of disconnection from the system to administrative – negotiable fines for leaks, explains Sergey Saiganov, Head of Technology & Product Practice, Comply. He adds that the law will require companies that have implemented face recognition systems to invest not only in integrating their databases with the EBS, but also in ensuring the security of storing and transmitting such data.

The cost of protecting biometric data can be 1-4 million rubles. per year, adds the head of the analytical center of Zecurion Vladimir Ulyanov. At the same time, the minimum percentage of those fitness centers where face recognition systems are used are integrating their own biometric databases into the EBS, says Maxim Borovikov.

Customers are not ignoring future challenges: a top manager at a major vendor of such systems says that his customers are first interested in whether the systems will meet the requirements of the new legislation at the beginning of negotiations. However, Kommersant’s interlocutor emphasizes, “there is still no detailed answer to this question.” “The law has been adopted, but there are no by-laws to it, which will explain the nuances of law enforcement,” the source says. He believes that companies that rush to implement such systems risk being in a situation “when everything has to be redone.”
