Extension of the family mortgage program after July 2024 will allow maintaining at least half of the volume of issuing housing loans with state support in Russia, said Mikhail Goldberg, head of the analytical center DOM.RF, at the conference “Development of a new wave“, organized by the Kommersant Publishing House. According to him, family mortgages at the end of last year became the leader in the volume of mortgage loans issued.
According to DOM. Russia, in 2023, about 2 million mortgage loans were issued for a record total amount of 7.8 trillion rubles. Approximately 930 thousand loans were issued under preferential programs.
“The most popular program was the family mortgage. The fact that the family mortgage program will be extended suggests that at least half of the preferential issuance will remain. So far no one knows the final parameters of the extension, but it will definitely be for some long period. This is a very important factor in supporting and stimulating demand in the market,” said Mr. Goldberg.
On January 23, at a meeting with participants and winners of the “Family of the Year” and “This is Our Family” competitions, President Vladimir Putin spoke in favor of extending preferential family mortgages at a 6% loan rate.
Family mortgage is a preferential lending program at a rate of up to 6% per annum (5% for residents of the Far East). The program can be used by families in which: from January 1, 2018 to December 31, 2023, the first child or subsequent children were born (adopted); there are two or more minor children; raising a child with a disability (born before December 31, 2023). The maximum loan amount under the program is RUB 6 million. for regions and 12 million rubles. for Moscow, Moscow region, St. Petersburg and Leningrad region.
On January 16, Finance Minister Anton Siluanov said that 90% of housing on the primary market in Russia is purchased under preferential mortgage programs. In 2022, Vladimir Putin ordered the extension of preferential mortgage programs until July 1, 2024.
