Elena Yampolskaya announced serious changes in cultural legislation

On February 29, immediately after the announcement of the President’s Address to the Federal Assembly, a meeting of the Public Council under the Committee on Culture began in the State Duma.
Opening the event, committee chairman Elena Yampolskaya explained why the current law on culture needs to be amended.
According to the deputy, the original version of the “Fundamentals of the Legislation of the Russian Federation on Culture” was adopted in 1992. This document records “submission to international law” (which was the norm for those years, but is unacceptable today).
“In the process of bringing it into line with the current “Objectives and principles of state cultural policy,” the preamble will be rewritten in the old law, new goals and entire independent sections will be added,” says Yampolskaya.
Also, the parliament committee, as the deputy said, will propose to legitimize state orders for works of literature and art – with clear mechanisms for monitoring its implementation.
Let us recall that state procurement in the culture of the USSR was considered one of the instruments of Soviet censorship and was traditionally viewed as a negative phenomenon, but in recent years there have been changes in this assessment.
