DSK Avtoban will continue the M12 highway to Yekaterinburg for 39 billion rubles

The road construction company Avtoban (DSK Avtoban) of Alexey Andreev will build a section of a new high-speed road between Kazan and Yekaterinburg with a length of 43 km. This follows from the data of the final protocol of the competition posted on the public procurement portal. The cost of construction is 39.2 billion rubles.

The customer is the state company Avtodor, which manages toll roads in Russia. Autobahn submitted an application for participation in the competition on December 5. It became the only one and was recognized as meeting the procurement requirements.

The general contractor will build a section of the road from 232 km to 275 km, which will connect Dyurtyuli in Bashkiria and the village of Achit in the Sverdlovsk region. This is 43 km of the route, including the road network and other automobile or pedestrian roads. The construction of bridges and tunnels is not provided for by the terms of the purchase. All work must be completed by June 30, 2025, the start of work – from the date of the conclusion of the contract (not yet signed).

The Dyurtyuli-Achit road is a segment of new construction as part of a project to extend the M12 Moscow-Kazan high-speed toll highway to Yekaterinburg. Its length is 275 km. The site is divided into three stages. The first passes through the territory of Bashkiria (140 km), the second – within the borders of the Perm Territory (92 km), the third (43 km) – in the Sverdlovsk Region. The rest of the road from Kazan to Yekaterinburg will run along the existing road network.

The tender for the construction of the second stage (140-232 km) is also published on the public procurement portal. The winner will have to build 92 km of roads without bridges and tunnels at a maximum price of almost 73 billion rubles. Two bids were submitted for the tender, both of them were found to meet the procurement requirements. There is no information about the winner in the purchase card yet.

Vedomosti sent questions to the state company Avtodor, DSK Avtoban and other major construction contractors. The representative of DSK Avtoban did not answer the questions of Vedomosti on the merits, referring to the confidentiality of information on procurement.

President Vladimir Putin instructed to extend the M12 to Yekaterinburg in 2021. The construction should be completed as before, by the end of 2024. The 810-kilometer-long highway was basely estimated at 623 billion rubles, but in the end it will be more expensive by about 200 billion rubles. for a number of reasons, explained Deputy Prime Minister Marat Khusnullin, who oversees the construction site, in an interview with Vedomosti.

DSK Avtoban has already received contracts for the construction of two sections of the M12. Also, two sections of the route are being built by Transstroymekhanizatsiya (part of JSC Roads and Bridges, which is part of the Natsproektstroy holding of VEB and Arkady Rotenberg). Gennady Timchenko’s Stroytransgaz, the builder of the Crimean Tavrida JSC VAD, Regional Construction Company and the Russian subsidiary of the Chinese CRCC (China Railway Construction Corporation) were dismantled one stage at a time. Avtodor will build one of the sections on its own.

The probability that one of the existing M12 contractors took part in the tender for the construction of the road from Dyurtyuli to Achit is quite high, says Yury Agafonov, general director of the ASDOR association. But the deadlines for such a construction are quite tight, he notes.
