According to Kommersant, there will soon be two significant changes in the composition of the board of the head bank of the VTB group. The first deputy chairman of the board, Andrey Puchkov, and the curator of the retail business, deputy chairman of the board, Anatoly Pechatnikov, will leave him. Dmitry Pyanov will become the first deputy chairman of the board, Georgy Gorshkov, a native of VTB who left the group a few years ago, will head retail. According to experts, such changes are justified in the framework of the “large-scale evolution of the group.”

The post of First Deputy Chairman of the Board of VTB after Andrey Puchkov leaves this position will be taken by Deputy Chairman of the Board, curator of the financial block Dmitry Pyanov (he has been working at VTB since 2010). Mr. Puchkov, according to RBC, will head the United Shipbuilding Corporation (USC) after its transfer to the trust management of VTB. The reshuffle was reported by two sources of Kommersant in the market and confirmed by several other interlocutors.

“Globally, Dmitry Pyanov’s functionality will remain,” Kommersant’s sources say. They do not expect other personnel reshuffles in connection with his increase. Kommersant’s interlocutors in the banking market consider Mr. Pyanov’s appointment to be logical. According to one of the bankers, he is “intelligent, professional, accurate, non-conflict, more a politician than a warrior.”

Another personnel reshuffle will affect VTB’s retail business. Its curator, deputy chairman of the board Anatoly Pechatnikov (in the group since 2006) leaves the bank. The chair will be occupied by another native of VTB, Georgy Gorshkov, Frank RG reported citing sources. Kommersant’s interlocutors, who are familiar with VTB’s plans, confirmed this information. According to them, Anatoly Pechatnikov leaves the group to focus on his own projects.

Georgy Gorshkov worked at VTB in 2007–2012, supervising the retail business. Over the years, he was one of the leaders of Russian Standard, VTB24, Rosbank, Post Bank, VTB Insurance, and the Pulse insurance company (a subsidiary of VTB Group). From December 2022, for the period of integration of Otkritie into the VTB Group, he was in charge of Rosgosstrakh, the insurance business of Otkritie.

Georgy Gorshkov will be engaged in “development of the bank towards the mass segment.” The interlocutors of Kommersant note that in the new position, in the near future, he will have to join the client base of Otkritie, “reformat” the bank for mass retail and strengthen VTB’s position in digital projects. In this regard, the experience of Mr. Gorshkov, who worked for a long time at Post-Bank, will be useful for VTB in order to “become closer to the people.” Moreover, under the leadership of Anatoly Pechatnikov, “VTB retail coped well with the consequences of the imposed sanctions, retained its customer base and created a reserve for future changes,” Kommersant’s source notes.

Kommersant’s interlocutors believe that Georgy Gorshkov will oversee not only retail, but also the group’s insurance business. “Most likely, he will build an online insurance model, which will lead to the closure of offices and the reduction of employees involved in the insurance business, the agent network still remains,” one of Kommersant’s sources said. Previously, VTB management called the insurance business “non-complementary for the group”, but there was no final decision on the fate of Rosgosstrakh a month ago.

VTB did not comment in detail on Kommersant’s information regarding personnel changes, but clarified: “The composition of the VTB board is approved by the bank’s supervisory board. Its next meeting is scheduled for September 5, including a number of important personnel issues on the agenda.”

Experts believe that the reshuffle is “justified in the framework of the future development of the group.” “All of the above top managers are very professional and have shown their effectiveness over the years,” says Artur Shamilov, Chairman of the Board of Directors of the Top Contact recruitment agency. “The new appointments will strengthen the team and implement the evolutionary tasks that the group faces now.”
