Director of the Cybersecurity Department Vladimir Bengin leaves the Ministry of Digital Development

The director of the cybersecurity department of the Ministry of Digital Development, Vladimir Bengin, leaves his position in the ministry of his own free will, Kommersant’s interlocutors in the IT market told about this and was confirmed by Vladimir Bengin himself, without specifying the new place of work. He has held a leadership position in the Ministry of Digital Development since June 18, 2021.

Vladimir Bengin graduated from the National Research Nuclear University “MEPhI” with a degree in “Integrated provision of information security of automated systems” in 2010. From 2010 to 2013, he worked at Kabest LLC: he started as a specialist in the implementation department and ended as deputy head of the department, where he designed and implemented complex information security systems. From 2013 to 2014, he worked at Security Practice CJSC as deputy head of the department. Since 2014, he has held various positions from leading consultant to director of the sales support department at Positive Technologies (Positive Technologies JSC). Since 2019, he has held the position of Director of Product Development.

At the Ministry of Digital Development, Mr. Bengin developed the area of ​​cybersecurity: from combating telephone fraud (fraud) to ensuring the protection of government information systems. During the period of Vladimir Bengin’s work, the Ministry of Digital Development launched the Bug Bounty program (testing information systems by “white hat hackers” for vulnerabilities) on the State Services portal – it started in February 2023 and lasted three months. As a result, 34 vulnerabilities of medium and low criticality were identified with the participation of 8.4 thousand specialists, and the Bug Bounty entered in the criteria for assessing the digital transformation of government agencies. Now the Ministry of Digital Development is scaling program Bug Bounty for ten of our own information systems, this time testing will be carried out for 12 months.

Also this winter to combat telephone scammers in Russia was launched a unified platform for verifying telephone calls “Antifraud” of the Main Radio Frequency Center (GRFC), subordinate to Roskomnadzor. It is planned that all Russian telecom operators will connect to it no later than March 2024.

With the participation of Vladimir Bengin, the Ministry of Digital Development also developed a bill on turnover fines for businesses for data leaks. According to Kommersant’s information, the bill is undergoing the final stages of approval and can be submitted to the State Duma before the end of 2023.
