Maxim Parshin, Deputy Head of the Ministry of Digital Development, Telecommunications and Mass Media (Mintsifry) of Russia, said that the total number of employees employed in the IT industry in 2022 increased by 12% compared to 2021 and reached 761 thousand people. Salaries in this area increased by 19%, added Mr. Parshin.
“But at the same time, the shortage of personnel in the IT sector is colossal. When I communicate with IT specialists, business owners, they often say: thank you for all the benefits and preferences that the government and the State Duma have provided. In general, nothing is needed anymore, the main, and often the only problem that exists is personnel. This is the glass ceiling against which the IT business rests: give us people,” said the Deputy Head of the Ministry of Digital Transformation during the parliamentary hearings of the education committee on the topic “Improving the legal and organizational mechanisms for training IT specialists” (quote from a live broadcast on website GD).
As before wrote Kommersant, Russian companies are experiencing a shortage of entry-level IT specialists (junior): the number of open vacancies is twice the number of resumes. According to a study by Skillbox and HeadHunter, during 2022, more than 67,000 vacancies were opened on the market for IT specialists without work experience (junior) and about 310,000 for employees with work experience from one to three years.
After the start of a special military operation in Ukraine, IT specialists began to leave Russia en masse. To stop the outflow of personnel, the government announced the development of measures to support the IT industry, including tax cuts, soft loans, grants and deferments from the army.
