Deputy head of Roskomnadzor urged to introduce criminal liability for trade in personal data

Attackers who sell personal data on the Internet should be prosecuted, said Milos Wagner, deputy head of Roskomnadzor. He clarified that for this it is necessary to amend the Criminal Code of the Russian Federation. According to him, work in this direction is already being carried out by the Ministry of Digital Development.
Mr. Wagner discussed this topic during the round table of the Russian Union of Industrialists and Entrepreneurs. He believes that it is necessary to formulate criteria for operators, what they must do to prevent leaks. In addition, it is necessary to develop mechanisms for collecting evidence to hold the perpetrators accountable in case of leaks.
“We need to solve the problem of punishment in a comprehensive manner, with the involvement of bodies that are authorized to conduct operational-search activities in order to formulate changes to the criminal code,” said the deputy head of Roskomnadzor (TASS quote).
According to Semenov & Pevzner, in the first nine months of 2022, the number of requests from citizens to Roskomnadzor due to fraud related to personal data has grown by 10.5% year on year. The number of cases reaching court has increased by 60% over the past two years. Against the backdrop of increasing leaks of personal data of citizens, the Ministry of Digital Transformation proposed lifting the moratorium on unscheduled inspections of businesses by Roskomnadzor if the company leaked information.
