Information about transactions and vacancies posted on ad services can be transferred to the Gosuslugi portal. This option of integration, which is mandatory for classifieds from March 1, is set in a new draft government decree. Market participants claim that they do not plan to transfer information, and integration will work only in the part necessary for specific services – for example, real estate registration. According to the new rules, classifiers have the right to use “Gosuslugi” only to receive documents from the users themselves, such as court notices, lawyers emphasize.

Kommersant got acquainted with the draft government decree developed by the Ministry of Digital Development and published on regulation.gov.ru on February 17. The document describes the rules for integrating ad services with the Unified Identification and Authentication System (ESIA) and the Gosuslugi portal. According to the amendments to the Law “On Information”, owners of classifieds must ensure such integration from March 1 (see “Kommersant” dated December 20, 2022).

It follows from the draft resolution that integration will create an “opportunity” for classifiers to transfer information about the sale, lease, job search, hiring employees and the provision of services to the State Services portal. The information “can be used in the formation of applications for the provision of public services,” the document says. It also clarifies that the integration with “Gosuslugi” can be used to send the owner of the classified documents and court notices from the user. Separately from the ways of integration with “State Services”, the document notes the procedure for interaction with the ESIA: classifiers must enter the entrance through the system with or without transferring the user’s personal data from there. The ministry did not answer “Kommersant”.

Many ad and job search services are already required to store users’ correspondence and transfer them at the request of law enforcement agencies, since they are included in the register of information dissemination organizers (ARI) by Roskomnadzor. Among the services included in the registry are Avito, Yula (owned by VK), Cyan, Yandex Real Estate; in December 2022, hh.ru was added to the ARI. Avito since 2022 allows you to confirm an account through the public services service, but not directly, but by signing a document in the State Key application. On February 14, VK announced the ability to verify an account through Gosuslugi and Tinkoff ID.

The project does not provide for the mandatory transfer of information about published announcements, says GR-director of “Cyan” Maria Kelembet: “Information will be transferred only with the consent of the user and only that which is necessary for the provision of specific services – for example, registration of real estate.” Avito said that the rules for the interaction of classifieds with ESIA should be discussed with industry representatives: “They must meet the interests of all parties and, first of all, the interests of users.” VK and hh.ru declined to comment, Yandex did not respond to Kommersant.

Classifications, according to the draft resolution, have the right to choose only one of the ways of integrating with Gosuslugi — either the transfer of information (on the sale, purchase, lease, etc.), or the receipt of documents from users, explains Vladimir Ozherelyev, head of the intellectual property practice at DRC law firm: “The obligation to use both methods of interaction is not established, although the project does not prohibit this.” The ability to send information about transactions to the Gosuslugi portal is not as valuable for classifieds as, on the contrary, the ability to receive documents through its infrastructure, a Kommersant source in one of the companies said: “This makes it possible to additionally verify the user, enrich his profile and knowledge about him from the side of the classifier.
