The Chernogolovka company decided to temporarily stop investments in new production facilities. The decision is related to the intention of the authorities to recognize sugar-containing drinks as excisable goods. The investment program for 2023 will be reduced by 5 billion rubles, which will lead to a freeze of 1 thousand new jobs.
The freeze will affect the company’s investment project in the Moscow region, the project for the construction of a plant in the Volga region and the project for expanding production in the Krasnodar Territory. In the Moscow region, they plan to complete the construction of a logistics center, but the construction of the production workshop will be stopped. It is noted that the decision is associated with economic uncertainty.
The company is “extremely pessimistic” about the situation in the soft drinks market for 2023-2025. It is argued that in the case of the introduction of excise, the fall in production could be 20% of the current figures. Therefore, it is impossible to assess the demand for new capacities. “The new excise tax, which is planned to be introduced urgently without due consideration, requires businesses to make additional calculations to understand the future associated with inevitable price increases, reduced demand, consumers switching to cheaper substitute goods and an unprecedented increase in imports of soft drinks from neighboring EAEU countries. ,” the company said in a statement (quoted from TASS).
The day before, on October 17, the State Duma Committee on Budget and Taxes recommended the adoption in the first reading of a bill recognizing sugar-containing drinks as excisable goods. The document was submitted by the Russian government. It is assumed that from January 1, 2023, 1 liter of a drink with a sugar content of more than 5 g per 100 ml will be subject to an excise tax of 7 rubles.
