Central Bank considers leasing housing to replace mortgages – Kommersant

The Central Bank is considering the development of housing leasing as an alternative to mortgages. To do this, it is necessary to establish requirements for the transparency of market players, as well as to equalize the conditions for rent and mortgage in terms of taxes. The regulator said “Izvestia”.
According to a representative of the Central Bank, such a tool is suitable for borrowers who cannot, for any reason, use a mortgage. We are talking about people who do not have a credit history, as well as those who do not have the funds for a down payment.
The regulator noted that in international and Russian practice there are successful examples of the implementation of such tools. Among them is rent with the right to purchase in Italy and Spain, in Russia – the DOM.RF rental housing project.
The development of commercial leasing requires the regulation of market participants, namely the requirements for their financial stability and transparency. In addition, it is necessary to equalize the financial conditions for housing leasing and mortgages in terms of VAT offset and property tax calculation.
In December 2022, the Ministry of Finance developed draft strategy for the development of the financial market until 2030. Then, against the backdrop of the likely abolition of preferential mortgages, the department proposed to develop rental housing with the right to purchase.
Buying a home through leasing in Russia has been allowed since 2011. To do this, a tripartite agreement is concluded, according to which, within a certain period, the client must redeem the apartment.
