Car dealers are being offered to reduce commissions when selling cars on credit. The National Automobile Union made this request to the Ministry of Industry and Trade, the Central Bank and the Federal Antimonopoly Service. The organization asked the relevant authorities to set the maximum commission for car sellers at 4%. Why were such measures necessary? And how will they affect the market? Alexander Mezentsev found out.
In September, prices reached their maximum values: for the first time, a new car on average became more expensive than 3 million rubles, the Autostat agency calculated. A significant portion of cars are now purchased on credit, which is also becoming more and more expensive. For example, the commission for processing a loan from some dealers can reach 9%.
Market players often unreasonably try to make extra money from this, so their requests need to be limited, says Anton Shaparin, vice-president of the National Automobile Union:
“The cost of the loan includes additional equipment and services, including insurance. From this amount the dealer receives 9%, so he puts his hands into the Russian’s pocket so actively that, of course, something needs to be done about it. There is a huge difference between 4% and 9% of the loan cost, hundreds of thousands of rubles.”
Meanwhile, the Russian passenger car market set a record. According to the National Bureau of Credit Histories, from January to August 2023, loans worth more than 762 billion rubles were issued in the country. Their volume increased by three quarters year on year.
However, the proposal to limit the size of commissions is not justified, noted Vladimir Popov, president of the Favorit Motors group of companies. After all, dealers, he explains, do not set them unilaterally, but must agree with the bank:
“The amount of this fee is always regulated by the relationship between the credit institution and the dealer and is determined from the point of view of financial and economic indicators. It is necessary to very clearly understand, for example, what size of commission the authors of the initiative want to offer if the bank lends a client a loan to buy a car outside the Russian Federation. In this case, the dealer actually secures this loan with his property.”
Previously, the Federation Council had already adopted another restriction, which also applies to car dealers. Now, for imposing additional goods, works and services on consumers, a fine of at least 20 thousand rubles is provided. up to 40 thousand rubles.
But if the authorities eventually introduce a maximum commission for cars sold on credit, then the market risks losing some players, emphasized Sergei Klimov, co-founder of the Dolavto auto center:
“The margin of this business is from 3% to 5%. And the manufacturer says: don’t make much money from our product, sell additional services instead. At the same time, dealers initially still need to spend money on advertising to bring buyers to the showroom. Then the bank says: sell my product, and I will share the profit with you in the amount of such and such a commission.
This is how relationships are built. If we try to regulate them now by setting specific parameters for this fee, then either the number of dealers or the number of banks providing loans will be reduced.
You can’t do something without it having an echo.”
At the same time, in 2022, fewer cars were sold in the Russian Federation than even in the default year of 1998, Autostat calculated. Now the situation is improving. By the end of 2023, 950 thousand new passenger cars will be sold in the country, the Association of Russian Automobile Dealers predicts. Revenues are growing for Chinese brands, although Lada models remain the most popular.
