A draft law regulating the operation of the GIS “Unified Biometric System” (UBS) has been submitted to the State Duma. He assumes that only the EBS GIS has the right to collect and store biometrics, and other organizations can use it if they receive accreditation. Separately, the creation of regional segments of the EBS is stipulated, which until 2027 will be able to store biometrics themselves, but then must transfer it to the GIS. This reservation is primarily relevant for the Moscow authorities, who are actively developing systems for collecting biometrics, experts believe.

“Kommersant” got acquainted with bill about the GIS EBS, which State Duma deputy Anton Gorelkin submitted to the lower house of parliament on October 12. The document is designed to improve the security of processing biometric personal data, according to the explanatory note to the bill.

The bill assumes that only the EBS GIS can collect and store biometrics, and accredited organizations can use it. It also provides for the possibility of creating regional segments within the EBS. A transitional period is stipulated – until January 1, 2027, during which the regional segments will be able to store “raw” biometrics (the pictures themselves and voice recordings) and use a separate mobile application to collect it. After that, the regional segment will have to use only biometric “vectors” (a file with a certain sequence of numbers generated based on the parameters of the face model), and the “raw” biometrics will be stored in the federal EBS itself.

On the development of the bill “Kommersant” informed in August. In accordance with it, it is proposed to use the EBS when entering the territory of industrial, defense, nuclear, nuclear, weapons and other facilities. In the summer, the Ministry of Digital Development noted that it plans to start adopting the document in the autumn session.

Mr. Gorelkin explained to Kommersant that there are already quite powerful biometric databases in some regions (for example, in Moscow), and the bill regulates their further activities, taking into account the formed, well-established features of their functioning. The Ministry of Tsifra did not answer “Kommersant”.

Director General of the Internet Research Institute Karen Kazaryan explained that the possibility of creating regional segments of the EBS allows the Moscow authorities to keep their own biometric system and application, and not to transfer “raw” biometrics to the EBS, at least until 2027.

Now the collection of biometrics in the capital is also stimulated through the provision of a number of public services in electronic form. Portals of the mayor’s office were equipped with a verification function using biometrics. Mandatory biometric identification introduced for access to the Unified Data Storage and Processing Center, on the basis of which the capital’s face recognition system operates, is managed by the Department of Information Technologies of Moscow.

According to official data from the mayor’s office, there are 213 thousand video surveillance cameras in the capital, the recordings of which can be used to recognize the faces of citizens, including employees of the Ministry of Internal Affairs.

Last year in Moscow earned Fare payment by person in the metropolitan metro. Then the Moscow authorities started collection of biometrics in sports schools, and from 2022 it was planned to launch a face recognition system there.
