Belousov instructed to form a new federal project for the development of airfields

First Deputy Prime Minister of Russia Andrei Belousov chaired a meeting of the presidium of the government commission on transport. He instructed to form a new federal project for the development of airfield infrastructure in the period 2025-2030 by June 1, reports government press service.
According to the Federal Air Transport Agency, by 2030 it is necessary to reconstruct and overhaul 111 airfields. In this regard, the Ministry of Transport should analyze this list and determine which airports need to be reconstructed or repaired first.
According to Mr. Belousov, for each project we need “an understanding of the construction time frame and financing parameters.” The Ministry of Transport, the Ministry of Construction, the Ministry of Eastern Development, Rosaviation, Glavgosexpertiza, regions and investor-owners of airports must determine a schedule for the development of project documentation.
The Ministry of Transport should also form an interdepartmental working group that will determine a list of airport infrastructure facilities and consider the possibility of using a public-private partnership mechanism.
Currently, the renovation of airfields is mainly financed under the “Development of Regional Airports” project – this is part of a comprehensive plan for the modernization and expansion of the main infrastructure until 2024. The federal budget for 2024 allocated 40.2 billion rubles for this project, for 2025 and 2026 – 5.3 billion and 9.4 billion rubles.
In November 2023, Rosaviatsia asked the government to extend this plan until 2030. Prime Minister Mikhail Mishustin responded by saying that private business needs to be more actively involved for these purposes. In January, the Ministry of Transport proposed creating a fund to finance the reconstruction of airports. President Vladimir Putin approved the idea, but noted that it was necessary to “understand the sources of financing.”
