At the same time, MTS, which also received a warning from the FAS, said that it does not see any infringement on the interests of subscribers in charging fees for the distribution of Internet traffic.
FAS announced complaints from Beeline subscribers, MTS, Tele2 and Megafon to introduce fees for distributing Internet from phones on August 25th. Later, the FAS reported that only in September 2023 the service received 186 complaints from mobile operator subscribers. “Beeline“made this feature a paid feature in 2019, MTS – in the spring of 2023. A representative of the operator then called this “a forced measure aimed at reducing the uncontrolled growth of Internet traffic on the communication network, which was irrelevant 5-10 years ago.”
On September 18, it became known that the Big Four were given a month to eliminate the violation. If companies do not cancel the fee for distributing the Internet, then the department will “have the right to initiate cases of violation of antimonopoly legislation.” Experts warned that in case of failure to comply with FAS warnings, cases will be initiated against violators and may be brought to administrative responsibility under Art. 14.31 Code of Administrative Offenses of the Russian Federation. If actions lead to restriction of competition, then legal entities may be subject to turnover fines in the amount of up to 15% of the total revenue of the violator.
