Battle between mayors and the government over “dark stores”

The executive is working to clarify under what conditions these mini-warehouses can be set up in the city.
The big cities are mobilizing to be able to limit the establishment of “dark stores”. The town halls of Paris, Nice, Nantes or Bordeaux have been protesting for a few days against a draft government decree which could facilitate the establishment of these mini-warehouses in the city. The capital has a hundred of them, dedicated to delivering groceries in less than 15 minutes for companies such as Getir, Gorillas or Flink.
“We discover with great concern and incomprehension a draft order (…) which de facto legalizes “dark stores”. (The installation of) a simple collection point will suffice to be considered as a business”was alarmed on Twitter Emmanuel Grégoire, the deputy for urban planning of the town hall of Paris.
