Atyrau Oil Refinery partially stopped operations due to power outage

In Kazakhstan, the Atyrau Oil Refinery (ATP; located in the city of Atyrau) partially suspended operations due to a power outage. According to the press service of the enterprise, “several technical installations” were stopped for several hours.
“On September 13 at 06:45, as a result of a decrease in voltage in the electrical network of KEGOK JSC, a number of process units stopped,” says a message on the Atyrau Refinery website.
The press release clarifies that “in order to prevent an emergency, the plant’s fuel network is directed to the flare system.” The units are now being restarted to restore full operation of the refinery as soon as possible. The press service of the Atyrau Refinery states that the incident will not have an impact on the production process.
In early July, a similar incident occurred at the Atyrau Oil Refinery. Then the plant’s work completely stopped for almost a day due to power outages. The cause then was a large-scale accident at the Mangistau Nuclear Power Plant, which left not only the Atyrau Refinery without electricity, but also several districts of Atyrau.
The Atyrau Oil Refinery is one of three large oil refineries in Kazakhstan and is controlled by the local state company KazMunayGas. The other two plants are Shymkent (PetroKazakhstan Oil Products LLP) and Pavlodar Petrochemical Plant (PNHZ).
Earlier today, the Ministry of Energy of Kazakhstan reported that due to restrictions on the supply of electricity in the Mangistau region, including to oil production facilities, the forecast for oil production in 2023 was adjusted downward to 89 million tons.
