Can new digital technologies come to the rescue of public hospitals? Perhaps in another context, or from another pen, we would have passed more quickly on this back-to-school book, reducing it – wrongly – to a plea for telemedicine.
But the author, Philippe Ravaud, has expertise to demonstrate: epidemiologist and rheumatologist, professor at the University of Paris-Cité, at the Assistance Publique-Hôpitaux de Paris as well as at the Mailman School of Public Health at Columbia ( New York), he is also director of the Center for Research in Epidemiology and Statistics (Inserm, Paris-Cité) and scientific director of the public-private partnership in digital health at the Hôtel-Dieu. Here’s the resume. As for the context, the crisis that the hospital system is going through – crisis that the Covid-19 has only amplified and which crystallized, this summer, on the emergency services – is already almost a justification in itself.
To find a way out of this crisis, and put an end to thirty years of pauperization of the public hospital, Philippe Ravaud defends a “great upheaval” backed by digital tools and artificial intelligence. But make no mistake: in this coming revolution, technology is only a means, not an end in itself. A way to improve diagnosis and care, he explains, but also to resolve inequalities and medical desertification, to overcome the shortage of personnel, to develop prevention or even to strengthen, paradoxically, the link between caregivers and patient: the argument is supported, nourished by scientific studies and concrete examples, in France and abroad.
Replenish the coffers
The neophyte plunges into it as in an adventure novel, even of anticipation. It remains to be seen what more informed readers will think, starting with caregivers, “regional remote monitoring platforms” that the author would see built within the framework of public-private partnerships, or “valuation” personal digital data which, by being sold, transferred or otherwise used, could constitute “unconventional income” in addition to more traditional financing. And thus bail out the coffers of the public hospital.
