Access to employment: mixed results for Ile-de-France RSA beneficiaries

Reconnect the beneficiaries of the active solidarity income (RSA) to the world of work. This was the objective of the experiment carried out by the Ile-de-France region between 2019 and 2021 as part of the Skills Investment Plan (SIP) launched in 2018 by the government.

Initially reserved for young people neither in employment nor in training, the system for entry into employment (PEE) has been extended to beneficiaries of the RSA. The report published this Wednesday by the Ministry of Labor is mixed to say the least.

Lack of coordination

Among the limits pointed out by the ministry, the lack of coordination between the various actors occupies a prominent place and echoes the government’s desire to rationalize – via the creation of France travail – the maquis of employment and integration actors. “In the absence of a coordinating body for the PEE system, the hoped-for institutional decompartmentalization did not take place”, notes the report.

While the Ile-de-France region walks on the toes of the departments, usually responsible for the professional integration of RSA beneficiaries, private training organizations find themselves responsible for running the program and supporting “trainees without being financially valued or logistically assisted by the region, points out the report.

Other unthought-outs such as the slow deployment of the program, the exclusion of social support recipients or the lack of intermediation between the offer and the public emerged at the end of the experiment. The lack of information on remuneration and the fear of a drop in standard of living were also noted.

Inconclusive results

Result: the objective of mobilizing a public remote from professional training was only partially achieved. Only 38% of places reserved for RSA recipients were occupied.

Note, however, an encouraging leverage effect: 41% of “trainees” who benefited from the PEE-RSA had access to training (20%) or employment (21%) afterwards, without it being possible to assess the impact of the program on these figures.

If the opening of the path to entry into employment to RSA recipients outlines a first step towards better professional integration for this group, it is therefore not sufficient. To really promote access to employment and training, “it is necessary to sensitize the professionals who accompany and guide the public”, concludes the report of the Ministry of Labor.
