According to her, the changes will affect the work of pharmacists, who most often break the law and sell drugs without a prescription. “If earlier the head was punished for illegal trade and the pharmacy network was temporarily closed, then both business and buyers “suffered”, especially in rural areas, now unscrupulous pharmacists will be punished more severely,” the senator continued.
Rukavishnikova said that under the proposed bill, pharmacists would have to pay a fine of 10,000 rubles for violations. up to 20,000 rubles or lose the opportunity to work in a pharmacy for a period of 6 months to 1 year. According to the senator, it is proposed to establish a fine for individual entrepreneurs from 50,000 rubles. up to 100,000 rubles, for legal entities – from 150,000 rubles. up to 200,000 rubles
As the senator explained, the authors of the aforementioned bill were alarmed by the statistics. Over the past 13 years, the number of so-called “drug addicts” has tripled in Russia. Rukavishnikova noted that adolescents and young people are most often addicted to drugs that are dangerous to the psyche. According to her, they usually then switch to hard drugs.
Formerly Ministry of Health developed a draft list of prescription drugs that are proposed to be allowed to be sold online from March 1, 2023. The document was published on the official portal of draft regulatory legal acts. The list contains more than 1000 prescription drugs that are available in the form of capsules, tablets, solutions, etc.
An experiment on the online sale of prescription drugs will take place from March 1, 2023 to March 1, 2026 in three regions of Russia – in Moscow, Moscow and Belgorod regions.
