A draft law on fixing the concept of “farm products” was submitted to the State Duma

Submitted to the State Duma bill, which reinforces the concept of “farm products”. The measure is aimed at supporting small agricultural producers, the authors of the initiative note.
The document was introduced by a group of senators led by the first deputy chairman of the Federation Council Andrei Yatskin, as well as the chairman of the State Duma Committee on Agrarian Issues Vladimir Kashin.
In accordance with the bill, agricultural products and products of its primary and subsequent processing, including food products made from wild fruits, berries, nuts, mushrooms and seeds, will be recognized as farm products. At the same time, it must be produced by agricultural producers who meet the criteria for micro and small businesses, or by self-employed citizens who maintain personal subsidiary plots.
Manufacturers of such products will be able to place on the packages the appropriate written designations in combination (at the request of the manufacturer) with the name of the region in which it was produced, the explanatory note notes.
The authors of the initiative explain the need for change by the fact that agricultural producers, classified as small forms of management, play an important role in achieving the strategic goals of the food security doctrine of the Russian Federation.
According to them, the number of small agricultural enterprises in 2021 amounted to about 20,200, with 13,700 of them being micro-enterprises, peasant farms (peasant farms) and individual entrepreneurs – 118,300, and personal subsidiary farms (PSP) – 16.2 million in rural areas and 8.4 million in urban areas. At the same time, due to the low marketability of production, the incomes of employees of small forms of management are significantly lower than those of large enterprises.
Therefore, the bill also gives the regions the right to adopt programs for the creation and development of infrastructure for the sale of farm products.
“The adoption of the bill will contribute to the development of agricultural producers of small forms of management, to promote the sale of farm products in retail chains, to ensure a sustainable supply of the population with affordable and high-quality food products, including socially significant essential food products,” the authors of the bill believe.
The law, if adopted, will enter into force on March 1, 2024.
