There is no import substitution in the field of real estate operation on an industrial scale, said O1 Standard technical director Dmitry Osipov at the conference “Management-2023. Open Dialogue”organized by Kommersant Publishing House.

“The word import substitution regarding the operation of real estate and construction, probably, is also not applicable at the moment. We do not have import substitution on an industrial scale. Our industry, even in the government decree on import substitution, is not indicated in any way. There are some local stories of large-scale production, assembly of climate equipment. What could have been imported for economy-class facilities with our materials and equipment has long since been imported,” said Mr. Osipov.

The expert noted that some problems in the industry can be solved with the help of parallel imports, however, when using this mechanism, there are some difficulties. “Parallel imports are moving forward with varying degrees of success. I would divide it into two parts. The first part is the operation and maintenance of working equipment, that is, the supply of spare parts, some software products and solutions. And the second part is the supply of new equipment, which is relevant both for construction and for operation. The selling price of spare parts increased by 30% at the manufacturer, logistics chains grew, intermediate links appeared who want to receive their margin. These links at these stages have their own tax deductions. As a result, the cost increases from 50% to 100% compared to how it was before,” added Mr. Osipov.

On average, the estimated cost of such state-owned construction projects increased by 20% last year, and the total rise in price amounted to 180 billion rubles. Experts note that the high demand for the mechanism has become another confirmation of the imperfection of the pricing system in the “budget” construction.
