The Arbitration Court of Appeal refused to invalidate the turnover fine against Google in the amount of 2 billion rubles, the Federal Antimonopoly Service reported (FAS). In November 2022, the decision of the FAS also supported court of first instance.

The agency claims that the rules developed by the American company for blocking YouTube accounts “are opaque, biased and unpredictable.” After the start of Russia’s military operation in Ukraine, Google blocked a number of YouTube channels owned by Russian companies and TV channels.

The antitrust case against Google has been pending since April 2021. At the end of July, the regulator fined Google for 2 billion rubles due to “abuse of the dominant position of YouTube.” The company tried to appeal the decision and order of the service, as well as the decision to impose a fine.
