Large federal year-round resorts will appear in Russia by 2030 on the coasts of the Baltic, Azov, Black, Caspian and Japanese seas. About it declared Deputy Prime Minister Dmitry Chernyshenko at a meeting of the Presidium of the Government Commission for Tourism Development.
Chernyshenko recalled that, on behalf of the President, by 2030 it is necessary to create year-round resorts designed to accommodate at least 10 million tourists annually.
“The plans are to create at least 44,000 new hotel rooms. The development of federal resorts also implies an integrated approach to the supporting infrastructure,” he said.
The launch of these resorts will contribute to the fulfillment of the tasks of the national project “Tourism and hospitality industry”, he added. The key indicator of this project is to increase the number of domestic tourist trips in Russia to 140 million by 2030.
Priority resorts, Chernyshenko added, could be Golden Sands of Russia and Saki in Crimea, the Caspian Coastal Cluster in Dagestan, Russian Baltic in Kaliningrad, Primorsky Krai, as well as Novaya Anapa and Abrau-Durso. In addition, it is planned to create a resort on Lake Baikal, where the regime of a special economic zone already operates. Tourism projects on Baikal will attract about 50 billion rubles. private investment, the vice-premier noted.
On March 7, Russian President Vladimir Putin instructed the government to exempt tour operators for domestic and inbound tourism from paying VAT. Tour operators will be exempted from paying the tax for the period from January 1, 2023 to June 30, 2027. Prior to this, at the end of January, the Minister of Economic Development Maxim Reshetnikov made such a proposal. He noted that system operators began to lose competition either to small companies on a simplified tax system, or to platforms that work according to other schemes.
