Yandex contractor is recruiting employees in Donetsk and Luhansk for remote work

The ad service hh.ru has vacancies for an editor for Yandex neural networks and Yandex Go taxi dispatchers, designed for job seekers from Donetsk and Lugansk. The company confirmed to Kommersant that one of its partners in mass hiring posted vacancies. We are talking about remote work – Yandex Go itself does not operate in the DPR and LPR.
“Kommersant” found on hh.ru vacancies for remote work in Yandex, posted in Donetsk and Lugansk, they are looking for candidates for the position of a text editor for training a neural network, a dispatcher and chat managers in the Yandex Go support service. On July 25–26, vacancies were posted by individual entrepreneur Nikita Goncharov from the Rostov region, who publishes vacancies in Yandex in various cities of Russia and introduces himself on his website as “an official partner of Yandex Taxi”. Correspondents of Kommersant called the contact number of the individual entrepreneur, they said that if the test task was completed, it would be possible to work from Donetsk and Lugansk.
Yandex confirmed to Kommersant that the ads were placed by one of the mass recruitment partners. “The main requirements from Yandex are fluency in Russian and a Russian passport. A number of vacancies, for example, a support specialist, are not tied to a specific geography, since the work is completely remote,” the company clarified, noting that “there are no Yandex Go services in the regions you specified.”
In 2017, Ukraine imposed sanctions on Yandex and blocked access to services, and in 2022, after the start of the CBO, the Ukrainian registrar partitioned the yandex.ua domain. While Russia was establishing control over the territories that were previously part of Ukraine, Yandex did not take any action to enter them, Yandex Go and the company’s content services are not available there.
In June 2022, Yandex removed borders between countries from maps, and in October, after the DPR, LPR, as well as parts of the Kherson and Zaporozhye regions became part of the Russian Federation, the borders between regions were also removed. The company explained this by the decision to develop the map “with an emphasis on natural objects.” After updating the maps, Yandex Navigator users in Donetsk and Luhansk also lost the ability to download offline maps of these cities, previously available in the Ukraine map set.
The sanctions regimes of the EU and the US provide for a ban on commercial activities in the territory of Crimea, the DPR, LPR, Kherson and Zaporozhye regions, says lawyer, partner of BGP Litigation Sergey Glandin. At the same time, he considers it unlikely that hiring employees in these territories threatens with sanctions: “They fell mainly on companies related to logistics, industry and the banking sector, and those that focused on working in these regions.” Under Russian law, he clarified, “companies are not threatened by anything for refusing to hire or work on the territory of new subjects.” “The amendments on criminal penalties for the implementation of international sanctions, which were introduced in April 2022 by Senator Andrei Klishas, have not been considered,” the lawyer explained.
However, Alisa Andreeva, a lawyer and partner of the Legal Assistance agency from Donetsk, assesses the risks of recruiting in the DPR and LPR differently. In her opinion, this process can be considered as a type of commercial activity, including the receipt of benefits from Russian operations in these regions. At the same time, Ms. Andreeva emphasizes that refusal to hire would be a violation of the constitutional right of the Russian Federation to work without discrimination.
