Roskomnadzor has drawn up an administrative protocol against the WhatsApp messenger for not deleting prohibited information (part 2 of article 13.41 of the Code of Administrative Offenses of the Russian Federation), the company faces a fine of up to 4 million rubles, reports TASS with reference to the press service of the 422nd World Court District in Moscow.
This is the first time WhatsApp has been prosecuted under this article, the agency notes. A court date has not yet been set.
The Meta company (recognized as extremist in Russia and banned), which owns WhatsApp, has been repeatedly fined in the Russian Federation for not deleting prohibited information. In particular, in December 2021, for repeated failure to remove prohibited information, the Russian court imposed on the Meta company, a negotiable fine of 1.9 billion rubles. In addition, on May 16, the Meshchansky Court of Moscow satisfied a class action lawsuit by a number of Russian bloggers against Meta and collected 4.5 million rubles from the American company.
In February 2022, Facebook (owned by Meta, banned in the Russian Federation) blocked the pages of several Russian state-owned media outlets amid the Russian military operation in Ukraine. Roskomnadzor blocked Facebook and Instagram (also owned by Meta, banned in Russia), and the Tverskoy Court of Moscow acknowledged Meta is an extremist organization. At the same time, the blocking did not apply to WhatsApp.
