Shcherbakov Fedor Nikolaevich was born on November 11, 1979 in Moscow. In 2001 he graduated from the Faculty of Journalism of Moscow State University.

According to media reports, since 1999 he served as deputy head of the press center of the political movement Unity. After graduating from university, he worked as an editor at Channel One and as a manager at the business communications agency of the Interfax group.

Since 2004 – assistant to the chief of staff of the Russian government, this post was then held by Dmitry Kozak. After the appointment of Mr. Kozak as the plenipotentiary representative of the President of Russia in the Southern Federal District, Fyodor Shcherbakov continued to work with him as the press secretary of the plenipotentiary representative. From 2007 to 2008, he was an assistant to the Minister of Regional Development of Russia Dmitry Kozak, and in his new position he also interacted with the media.

In 2008–2009, he was an adviser to the president of the Olimpstroy group of companies, which built Olympic facilities in Sochi.

Since 2010 – Deputy Governor of the Volgograd Region for Information Policy, dealing with issues of internal policy and investment development of the region.

In 2011, he headed a subsidiary of the Russian Olympic Committee – ANO “Sport of Highest Achievements”, developed commercial financing of federations and the “Team of Russia” brand. From 2012 to 2019, he worked as an advisor to the North Caucasus Resorts and Russian Railways companies.

In 2016, he created and headed the media holding 1MI (Premiermediainvest LLC), which includes about 30 city publications, the portals Rosbalt, Oil and Capital, Agroinvestor, and New Izvestia. According to the 1MI holding, the monthly audience of publications is 14 million readers (a total of 189 million views). According to SPARK-Interfax, at the moment Fedor Nikolaevich Shcherbakov owns 20% of the Premiermediainvest company. At the end of 2022, its net profit amounted to 56.4 million rubles. Among other things, he organized the private museum “Tarussky Pages” in the Kaluga region.

On September 8, 2020, he was appointed general director of Lenfilm.
