Outsourcing and outstaffing are personnel subcontracting services used in cases where a company decides to withdraw certain competencies from the staff and close labor tasks, most often of a project nature.

“Both of these tools, in fact, are about the same thing, the difference is in nuances and goals,” explains Anastasia Uskova. – So, when outsourcing, a company orders a certain service or a list of services: marketing research, website development, PR and advertising, legal or accounting support. In this case, she needs to get the final result from the contractor company, while how many people will work on the provision of the service and what kind of people they will be is not so important.

In a word, outsourcing is the transfer to the state of functions, as a rule, rarely needed, those for which it is difficult and expensive to hire employees on the staff. With outstaffing, the story is different: the customer requests specific labor units with the necessary competencies from the contractor for a certain period. Here, the main goal is to provide personnel that the company itself does not want or cannot hire, so as not to waste time and money on hiring, to optimize personnel workflow.

— As a rule, companies more often resort to outstaffing when they need line staff, in large volume and in a short time. As a rule, these are sellers, cleaners, loaders, couriers and drivers. Outstaffing helps to cope with staff turnover and does not burden the HR department with searching, hiring and contracting candidates,” the expert said. – For example, a company arranges an exhibition and they urgently need stand attendants, hostesses and cleaning – this is a task for an outstaff company. Or harvesting is just around the corner, and the owner of the farm understands that it is difficult and time-consuming to recruit temporary employees and sign contracts with 30-50 people, in which case he can resort to outstaffing and get the necessary resources at his disposal with just one contract with the provider .

At the same time, both in the case of outsourcing and in the case of outstaffing, the employees are registered in the service provider company, which means that the provider company assumes all obligations related to paying taxes, paying salaries, providing vacations and sick leave. But with outsourcing, jobs for performers are equipped and provided by the employing company, and with outstaffing, where and how the performers will work is decided by the customer company.

“This approach to personnel allows companies to reduce the cost of the payroll fund and mandatory contributions, for the search, recruitment and adaptation of personnel, save on the arrangement of jobs, which in general is almost 50% more profitable than keeping specialists on the staff,” notes Anastasia Uskova. “Also, the process of delegating non-core work processes for the company allows you to increase labor productivity and, as a result, income.

In general, it is clear that outsourcing and outstaffing are beneficial for many companies. In addition, there is a growing need for businesses in more flexible models of work with personnel.

So the market for “renting” personnel is likely to grow and develop. And entrepreneurs and labor market participants will get used to new formats of interaction.
