The bank deposit insurance system now covers the accounts of medium-sized businesses, lawyers, notaries and a number of other clients. The law on an expanded list of protected categories came into force on March 25. The amount of compensation will be the standard 1.4 million rubles. Until now, the state has guaranteed payments to private investors, as well as individual entrepreneurs, small businesses and some other organizations, such as homeowners’ associations, charitable foundations or religious structures.

Now compensation from the DIA will help many companies save their business, says Anastasia Khantimirova, a lawyer at the Asterisk law office: “The money that is transferred for services is sent in two vectors. The first is the implementation of current activities (salaries, office rent, and so on), and the second vector is the accumulation of funds on deposits, which are then used for business development, for the redemption, for example, of property at auction, if lawyer education is carried out, including including investment activities.

There are law offices where one lawyer and, conditionally, two assistants work, with a deposit of 1.5 million rubles, which makes up the majority of savings. There are, of course, giants whose turnover is more than 50-100 million rubles. per year, and for them, of course, these are crumbs. Often, the only way to get some kind of compensation is to sell your claims against the bank whose license was revoked and assign them to persons who will subsequently try to get some kind of compensation from the bankruptcy estate. It is clear that such a transfer took place at a significant discount – in the amount of 50-60%. Now the investor will receive compensation.”

According to the authors of the amendments to the law, the expansion of the deposit protection program will lead to an increase in the volume of DIA insurance liability by approximately 20 billion rubles. This is approximately 0.1%. It is important that account holders that have already been opened previously will also be able to count on payments. An insured event is considered to be the revocation of a bank’s license or its recognition as insolvent. However, in the business community, the news about the protection of their deposits went almost unnoticed. The amount of coverage is too insignificant, says Alexey Kanevsky, head of the Economics Committee of the Moscow branch of Opora Russia: “We can’t expect any sensitive changes. This system has long been used in test mode. This innovation is completely insensitive in the context of the general economic policy of today.

The amounts that a business is now expected to receive are so insignificant because a business, even a small one, accumulates significantly larger amounts of money in its accounts. And, of course, if we talk about something serious, then this bar needs to be changed, raised, and strive for 3-5 million rubles. the minimum is the first thing. Secondly, the procedure for obtaining compensation is very complicated and takes a long time, so it seems to me that there is no sense of revolutionism in this.”

Currently, about 18 thousand medium-sized enterprises, almost 76 thousand lawyers, 8 thousand notaries and more than 50 thousand socially oriented NGOs are registered in Russia. There are also about 16 thousand trade unions and associations in the country, which are also now covered by the Deposit Insurance System. Money placed in the bank accounts of people who provide professional services in the financial market is not insured.
