General Director of the National Payment Card System (NSCP) Vladimir Komlev is leaving his post, it was reported Frank Media with reference to sources. According to the publication’s interlocutor close to the NSPK, the final decision on replacing Mr. Komlev has not yet been made.

One of Frank Media’s sources connects the dismissal with the decision of the Bank of Russia. Another interlocutor of the publication suggests that the reason may be not only the position of the regulator, but also the decision of Vladimir Komlev himself, who had previously made attempts to leave his post. The source also claims that Oleg Tishakov, who oversees the legal direction of the NSPK, will serve as acting general director for the first time. Frank Media notes that by the end of this year, Messrs. Tishakov and Komlev are scheduled to meet with the head of the Bank of Russia, Elvira Nabiullina.

Vladimir Komlev headed the National Payment Card System (100% owned by the Bank of Russia) immediately after its creation in 2014. One of the tasks of the NSPK was to build the national payment system “Mir” after the introduction of sanctions against Russia. The start of issuing the first Mir cards was announced in December 2015.

Net profit of NSPK according to RAS in 2022 is 2.58 times exceeded results for 2021 and amounted to 25.3 billion rubles. According to the Bank of Russia, more than 182 million Mir cards were issued last year.
