Russian companies performing the role of subjects of critical information infrastructure (CII) will be prohibited from purchasing foreign software (SW), even if it has no domestic analogues. Government agencies, banks, telecom operators and other CII entities will have to purchase combinations of Russian software products that are included in the unified register of Russian software or the unified register of Eurasian software. About it report “Vedomosti” with reference to the guidelines approved by the government on August 31 on the formation of industry action plans for the transition to domestic software.
Critical information infrastructure is equipment, information systems, telecommunications networks, telecommunication networks that are critical for key areas of the state’s life. CII subjects include organizations and enterprises that own such infrastructure (banks, telecom operators, energy companies, etc.).
The document states that the share of Russian and Eurasian software at KII facilities by the end of 2022 should increase by 10% compared to August. By the end of 2023, the excess of the baseline should reach 40%. According to the government’s plan, all software at KII facilities in 2024-2027 should be domestic.
Speaking at the CIPR forum in June, Prime Minister Mikhail Mishustin said that the share of Russian software in domestic industrial enterprises is 23%. The publication also cites the words of Minister of Communications Maksut Shadayev, who stated at the Tsifrotekh forum on October 19 that 80% of the software needed by Russian companies has competitive Russian analogues.
In the spring, Vladimir Putin signed a decree banning the purchase of critical infrastructure maintenance software as of March 31. If you cannot do without such software, then you need special permission to buy it. According to the decree, Russian companies, with the permission of the government, can purchase foreign analogues of software until January 1, 2025. In September, Mr. Mishustin instructed Mintsifra to prepare a project on the predominant use of Russian software. The bill must be submitted to the Cabinet by November 1, 2022.
