Boris Titov, the Commissioner for the Protection of Entrepreneurs’ Rights under the President of Russia, proposed creating a unified register of enterprises that suffered from shelling in order to allocate state support to them. The newspaper reported Vedomosti with reference to a letter from Boris Titov to Prime Minister Mikhail Mishustin.
We are talking about enterprises from regions with an average level of response: Belgorod, Bryansk, Voronezh, Kursk, Rostov regions, Krasnodar Territory, Crimea and Sevastopol.
As stated in the letter, business in the border areas is facing many difficulties: the loss of agricultural land, a decrease in the collateral value of property for lending, and an increase in the cost of production due to relocation. Business losses are in the billions, and insurance companies refuse to pay him, citing the non-insurance nature of the cases.
Boris Titov proposed to indicate in the register of enterprises the amount of damage suffered in order to provide state support. The damage will be assessed by independent appraisers using a special methodology to be created. Boris Titov points out that to compensate for the costs, it is possible to subsidize salaries, give credit and tax holidays, allocate subsidies for relocation, compensate for damage from destruction from the budget, and also compensate for increased insurance premiums and losses of leased equipment.
As a representative of the Ministry of Economy told Vedomosti, for the Belgorod, Bryansk and Kursk regions, as well as the Crimea, the department is developing a number of measures on behalf of the president. Among them is the allocation of grants for the restoration of enterprises and the maintenance of their work. According to a representative of the Ministry of Economy, the measures are being worked out together with the authorities of the regions: a meeting was already held last week between the head of the department, Maxim Reshetnikov, and the governor of the Belgorod Region, Vyacheslav Gladkov.
