VEB called Rusnano’s claim for revaluation of obligations in 2017 untenable

The VEB.RF State Corporation stated that Rusnano’s lawsuit demanding recognition of the fact of understating its liabilities in 2017 is legally untenable. In the lawsuit, Rusnano asked to involve VEB, the Ministry of Economy and the Ministry of Finance in the proceedings as other persons. The defendants are not identified.
“Rusnano’s decisions on claims are legally untenable due to the fact that VEB does not replace the management bodies of Rusnano and does not bear any obligations to the corporation in terms of carrying out business activities,” says a statement from the VEB press service (available at “Ъ”).
VEB.RF noted that they coordinate the work of Rusnano in certain areas, including interaction with creditors, possible ways to liquidate the company and the fate of its assets. Rusnano came under the control of VEB.RF in 2020.
In the Rusnano lawsuit stated, that due to the revaluation of its obligations according to the new methodology in 2017, the debt of the development institution increased, which led to a deterioration in its financial condition. Then Rusnano transferred part of the loans from the “Liabilities” section of the balance sheet to “Additional capital”. Thanks to this, “on paper, the amount of debt was, in fact, reduced.” At that time, Anatoly Chubais was the chairman of the board of Rusnano.
Since the beginning of 2021, the Rusnano company has reduced its debts from 148 billion rubles. up to 69 billion rubles, reported Member of the Board of the Development Institute Vladislav Yunusov. According to him, almost the entire debt was paid from the company’s funds without restructuring or delays. However, now Rusnano does not have enough resources to pay the debt.
