The Union of Enterprises of the Industry of Nicotine-Containing Products (SPINI, unites more than 50 legal entities and individuals) asks to exclude food flavorings and salt nicotine from the list of substances and additives to be banned, which, as the Ministry of Health previously considered, increase the nicotine dependence of the population. This organization sent a corresponding letter to the Minister of Finance of Russia Anton Siluanov. A similar appeal was sent there by the Professional Alliance of Participants in the Russian Market of Electronic Nicotine Systems (PAURRENS). Vedomosti got acquainted with a copy of both letters. The representative of the Ministry of Finance confirmed receipt of at least one letter, but specified that it had been forwarded to the Ministry of Health.

The right to determine the list of substances aimed at increasing the attractiveness of the nicotine-containing liquid, and (or) additives that enhance nicotine addiction, the addition of which does not allow the release into circulation of the relevant products, the government received in April thanks to federal law No. 178-FZ “On amendments to certain legislative acts of the Russian Federation”. The list is published on September 1, 2023, and the Ministry of Health is preparing it.
