United Russia introduced a bill on free access of providers to apartment buildings

A group of senators and deputies submitted to the State Duma a bill on unhindered access of providers to apartment buildings. The document also provides for gratuitous placement of communication networks and access to them for operators, with the exception of paying for electricity.

“It is obvious to everyone that access to information is one of the basic human needs. Not only the reception of the Internet, but also the TV signal today is provided by telecom operators. At the same time, their access to residential buildings is not provided at the legislative level – according to the existing Housing Code, a decision must be made by 2/3 of apartment owners at a general meeting to place communication equipment in common property, ”wrote Mr. Khinshtein in Telegram.

The bill provides that communication networks in an apartment building can be placed at the request of any owner or tenant of housing without the need for a decision by the general meeting. It is assumed that the government will develop a unified procedure for placing communication networks in homes, as well as rules for interaction between the operator and the management company. Until the end of 2024, a moratorium may be introduced on increasing payments under existing contracts for the placement of infrastructure at state and municipal property.

As previously reported by Kommersant, the working group on regulatory regulation of the ANO Tsifrovaya ekonomika at a meeting on November 11 postponed the execution of two points of the federal project “Regulatory regulation of the digital environment” of the national program “Digital Economy of the Russian Federation” related to simplifying the access of operators to the infrastructure of residential buildings for a year and placement of communication equipment on municipal property.
