Ukraine joins NATO Cyber Center – Kommersant

Ukraine has officially joined the NATO Cooperative Cyber Defense Center of Excellence. The Ukrainian flag was raised near the headquarters of the organization. This was announced by the Ministry of Foreign Affairs of Ukraine on Twitter.
“Today, the National Flag of Ukraine was officially raised at the headquarters of the NATO Center for Cyber Defense Cooperation in Tallinn, which marks the official accession of Ukraine to the center,” the Ukrainian Foreign Ministry said in a statement.
The decision to grant Ukraine membership in the Cyber Defense Cooperation Center was made by 27 NATO countries in March 2022. Previously, Ukraine’s membership in the center was blocked by Hungary.
The center was founded in 2008 at the initiative of Estonia, after the events of the “bronze night” a year earlier: then the transfer of the monument to the Soviet soldier from the center to the outskirts of Tallinn was accompanied by numerous hacker attacks on Estonian state institutions. According to the Estonian intelligence services, Russian authorities were behind the attacks.
In 2013, the center issued instructions on how to behave in the event of hacker attacks on state infrastructure. In addition, the center regularly hosts Cyber Coalition and Locked Shields exercises, as well as conferences.
In March 2014, the Cyberberkut hacker group claimed responsibility for hacker attacks on units of the NATO cyber defense center, as well as on the websites of Ukrainian government agencies. In 2018, NATO Secretary General Jens Stoltenberg said that NATO is assisting Ukraine in organizing a regional center for cyber defense.
