Financial institutions will be able to request additional information from the client when transferring money between his accounts free of charge. This is stated in a letter from the Central Bank to the Association of Banks of Russia. We are talking about commission-free transfers within the limit of 30 million rubles. per month. Russians will have this opportunity from May 2024. Transfers can be made by account number through mobile applications, in your personal account on the bank’s website, as well as by your phone number through the Fast Payment System (FPS).
At the same time, the innovation does not apply to transactions from card to card, as well as to transfers in the personal presence of a citizen at a bank branch, Interfax reports. The main goal is to make sure that the sender and recipient are the same person, says Leonid Delitsyn, an analyst at the Finam group of companies:
“It can be assumed that one of the most difficult problems that will have to be solved is ensuring the security of transactions. And given that we live in a world where the power, frequency and technology of cyber attacks are constantly increasing and improving, of course, transactions require additional protection.
Additional information, which may be required for transfers, especially large ones, will help to correctly authenticate the sender and recipient. This will help you avoid losing track of your money. In addition, with a fairly extensive and intricate transfer system, we know that we will soon have digital rubles, new tools unfamiliar to us.”
By additional information, most likely, they will mean checking the data already available in the data banks, according to experts interviewed by Kommersant FM. The innovation is unlikely to lead to additional risks, says Roman Romachev, General Director of the R-Techno Intelligence Technologies Agency:
“Let’s imagine that your name is Ivanov Ivan Ivanovich. Accordingly, in order for Bank A and Bank B to understand that you are the same person, you need to provide certain information about yourself. What kind of data is this? First of all, this could be an INN or SNILS. If they match in Bank A and Bank B, respectively, both financial institutions understand that you are the same person. All transactions between you will be free.
The same identifier can be a passport number, for example. But in order for bank “A” and bank “B” to exchange this data, they must have permission that they have the right to transfer this data to third-party organizations.
This measure will make it possible to specifically identify the person who has accounts in different banks, and then users can transfer rubles into foreign currency interest-free. As for security, in principle, I do not see any particular risks if data exchange takes place in intrabank systems. Again, we must understand that any bank is subject to leaks; unfortunately, the human factor plays a greater role here.”
The Central Bank previously clarified that the monthly limit on free transfers to oneself will apply to all accounts that an individual has in a particular bank, and not to each account separately.
