Conducting real transactions with the digital ruble for individuals and legal entities in Russia will begin on August 15, said Olga Skorobogatova, First Deputy Chairman of the Bank of Russia.
“We have been preparing for the start of real operations for a long time. The pilot will begin on August 15, literally in a few days. I must say that this pilot will, first of all, be based on testing such active operations as opening wallets in digital rubles for banks, clients – individuals and legal entities, transfers in digital rubles between clients and payments in trade and service enterprises, ”— noted Ms. Skorobogatova at a press conference (quote from TASS).
According to her, 13 banks that have expressed a desire to participate in testing the digital ruble have already carried out preparatory activities and will begin participating in the experiment on August 15. Also, the First Deputy Chairman of the Central Bank noted that another 16 banks are ready to join the testing of the digital ruble next year.
The law on the digital ruble was submitted to the State Duma at the end of last year. It was assumed that the pilot project of banks on the real use of digital rubles will begin in February. However, in the first reading, the law was adopted only in mid-March, and by the second it had undergone major changes. The final version of the law, President Vladimir Putin signed July 24th.
According to the document, you can make transactions with the digital ruble will using a special information system. In accordance with the law signed by the president, the Bank of Russia becomes the operator of the system. The regulator will also determine the tariffs for transactions with the digital ruble and the time frame within which Russian banks must provide customers with the opportunity to use transactions with the new currency. For citizens, the cost of transactions with the digital ruble will be free, for businesses – 0.3% of the payment amount. At the same time, the Association of Russian Banks still had questions about the status of the digital ruble: the bankers turned to the Central Bank with a request to clarify what, in fact, the digital ruble is – the third form of money or non-cash currency.
